There are fiction publications and fiction writers on Medium but they are not to the majority of readers taste on this platform. Perhaps that will change, most likely it won't. Medium is essentially the doctor's waiting room - full of specialty magazines and Reader's Digests. Personal essays, humorous listicles, short reads for phone-carrying commuters. There will be a better platform to serve fiction readers, to develop the potential of fiction writers and to bridge the abyss between traditional publishing and self publishing. It won't be here.
